Psalm 37:13

"The LORD laughs at him
For He sees that his day is coming."

Laughs - mocks, scorns, derision
Sees - looks upon, perceives, discerns
Day - literally 'be hot', as the warm hours between sunrise and sunset, a season
Coming - befall, certainly

The LORD laughs at him, him refers to the wicked in verse 12.  The ones who plan evil and try to take advantage of the just.  It is strange to think of the LORD laughing at someone.  I believe the LORD loves all the people that He created and it is not His will that any should perish.  We are told to love our enemies and to return evil with good.  In this verse the LORD is not telling us how to treat people.  He is fully aware of what is in the wicked ones heart and mind.  Even though the wicked have been offered the same free gift of salvation that is offered to all mankind, the wicked one has rejected God's love.  They think they don't need God and they want to bring down as many of God's true children that they can.

The LORD knows that no man can snatch us out of His hand and laughs at the foolish schemes the wicked one has planned.  The LORD sees and discerns and knows what the future holds for each of us.  He knows the plans He has for us.  No amount of scheming can bring blessing.  We cannot manipulate God.  God sees the days that are coming whether they are days of blessings or curses.  Hopefully, when the wicked person hits bottom, he will realize that his only hope is Jesus.
